వైరస్ మహమ్మారి వ్యాప్తి నేపథ్యంలో దేశవ్యాప్తంగా స్వాతంత్ర దినోత్సవ
వేడుకల నిర్వహణపై కేంద్రం హోం మంత్రిత్వ శాఖ గురువారం మార్గదర్శకాలను
జారీచేసింది. రాస్ట్ర రాజధానుల్లో ఉదయం 9.00 గంటలకు వేడుకలను నిర్వహించాలని సూచించింది. ఈ కార్యక్రమంలో ముఖ్యమంత్రులే జెండా వందనం చేస్తారని పేర్కొంది. అంతేకాదు, పోలీసు, ఆర్మీ, పారామిలటరీ, ఎన్సీసీ
దళాలు మార్చ్ ఫాస్ట్కు తప్పనిసరిగా మాస్క్లు ధరించాలని తెలిపింది. కరోనా
అత్యవసర సమయంలో సేవలు అందించినవారిని వేడుకలకు అహ్వానించాలని స్పష్టం
చేసింది. అలాగే కరోనా నుంచి కోలుకున్నవారినీ ప్రత్యేక ఆహ్వానితులుగా
పిలవాలని చెప్పింది.
కరోనా వ్యాప్తి దృష్ట్యా భారీ సంఖ్యలో ప్రజలు హాజరు కాకుండా చూడాలని తెలిపింది. ఇదే విధంగా జిల్లా, మండల, గ్రామస్థాయిలోనూ
వేడుకలు నిర్వహించాలని వివరించింది. కరోనా వ్యాప్తి నేపథ్యంలో జాగ్రత్తలు
తీసుకుంటూ వేడుకలు జరుపుకోవాలని సూచించింది. ఇక, అదే
రోజు రాజ్భవన్లో ఎట్హోం కార్యక్రమం నిర్వహణపై నిర్ణయాన్ని గవర్నర్లకే
వదలిపెట్టింది. ఈ విషయంలో పరిస్థితుల ఆధారంగా గవర్నర్ నిర్ణయం తీసుకోవాలని
వ్యాఖ్యానించింది.
Sir/Madam,
Every year, the Independence Day is celebrated with grandeur, gaiety, fervour and enthusiasm. This year also, the Independence Day will be celebrated in a manner befitting the occasion. However, in view of spread of Covid-19 pandemic, while organizing various programmes or activities for the Independence Day celebrations, it is imperative to follow certain preventive measures such as maintaining social distancing, wearing of masks, proper sanitization, avoiding large congregations, protecting vulnerable persons, etc.; and follow all guidelines related to Covid-19 issued by the Ministry of Home Affairs and Ministry of Health a Family Welfare. Therefore, all programmes should be organized in a way that large congregation of people is avoided and technology is used in a best possible manner for celebration befitting the occasion. The events organized could be web-cast in order to reach out people at large, who are not able to participate.
2. Keeping the above limitations and precautionary steps in view, the Independence Day Celebrations in Delhi shall consist of the following:-
(i) The Ceremony at Red Fort consisting of the presentation of a Guard of Honour by the Armed Forces and the Delhi Police to the Prime Minister (Pradhan Mantri), unfurling of the National Flag accompanied by playing of the National Anthem and firing of 21-gun salute, speech by the Prime Minister, singing of the National Anthem immediately after PM's speech, and release of tri-coloured balloons at the end.
(ii) "At Home" reception at Rashtrapati Bhawan.
3. For celebrations of the Independence Day at different levels in the States/UTs, certain guidelines have been prescribed, as enumerated in the succeeding paragraphs:
